County Lines – the criminal exploitation of children and young people

Until recently the burgeoning ‘County Lines’ phenomenon was not recognised, but many now believe it could be the ‘next Rotherham’.

The 2017 MOPAC Co-Commissioning round led to the setting up of a pan London project addressing county lines and was supported by all London boroughs. It is a complex and forward looking project that has brought together many of the significant thinkers and delivery agencies in the field, who are working in largely uncharted territory to address an emerging and constantly changing issue.

In this free seminar Abi and Evan discussed how the commissioning process has both helped and hindered the development of this project and reflected on how more flexible commissioning structures can be the ideal vehicle for bringing forward a service that is needed, but due to its newness, a service that is both hard to define and to traditionally commission for.
