PCA completes monitoring of Star’s compliance with investigation recommendations

Star has now complied with all recommendations as a result of the PCA’s investigation into its use of the stocking requirement in Market Rent Only tenancies, bringing the PCA’s monitoring to an end.

In November 2022, the PCA published an update on actions Star had taken in response to eight recommendations as a result of the PCA’s investigation into its use of the stocking requirement in proposed Market Rent Only (MRO) tenancies. The investigation findings were published in October 2020 and can be read in full here.

At the time of last year’s update, Star was still concluding several agreements for tenants who had received new MRO offers under recommendation 3. These tenants had not yet completed the MRO process, with some choosing to go free of tie at the end and others agreeing new tied deals. Some deeds of variation were also being completed with tenants who were already operating under non-compliant MRO agreements.

This brings the PCA’s monitoring of Star’s compliance with the recommendations to an end. The PCA welcomes the progress Star has made since the investigation and its cooperation in complying with the recommendations. The PCA will continue to work with Star to ensure tenants’ Code rights are respected and that it continues to embed a culture of compliance across its business.
