Q&A: CSSF Call for Proposals
Call for Proposals: The UK Government’s Conflict, Stability and Security Fund.
The CSSF team has received a large number of questions on the call for proposals published on the 5th March. Many questions received were broadly similar and have been grouped together with answers below.
Can Israeli organisations apply?
Israeli, Palestinian or international organisations are eligible to submit proposals under this call.
Can we submit as part of a consortium i.e. can we bring 2 or 3 partners together under one project?
An eligible organisation can submit proposals as a lead organisation of a consortium in partnership with other organisations or to propose a project involving downstream partnerships with other organisations.
Who is considered as a “member of Israeli society”? Do Palestinian residents of East Jerusalem count under this heading?
For the purposes of this call “members of Israeli society” would be defined as all citizens of Israel. However Palestinian residents of East Jerusalem, regardless of citizenship status, would not be excluded from participating in activities of a proposed project. The project must however focus on the objective as stated in the call for proposals. CSSF would not impose any restriction on participation, however the theory of change should outline how the chosen participants will impact the achievement of the objective.
Can the budget of the project exceed the cap of 150,000 pounds sterling (per year) so long as the amount our organization requests of the Fund does not exceed this ceiling?
Co funding arrangements as part of proposal submissions are acceptable under this call.
Is there a minimum of co-funding required, as either a % of the project budget or of the funding requested from the Fund?
No strict/specific restrictions are placed on potential co-funding arrangements in project proposals.
Would EU Peacebuilding Initiative and/or IFA Zivik (German foreign ministry support) be acceptable as co-funding?

Please explain the frequency and extent of reporting required, in order to budget accordingly.
Reporting is required on a quarterly basis and consists of a narrative report and a financial report, templates for which will be provided.
