Reappointment of 2 members to the Prison Service Pay Review Body
The Lord Chancellor has announced the reappointment of Luke Corkill and Mary Carter to the Prison Service Pay Review Body.
The Secretary of State for Justice has announced the reappointments of Luke Corkill and Mary Carter as members to the Prison Service Pay Review Body (PSPRB). Both have been reappointed for a second term which will run until 31 March 2028.
The PSPRB provides the government with independent advice on the remuneration of operational prison staff in England, Wales and Northern Ireland, as set out in The Prison Service (Pay Review Body) Regulations 2001 (SI 2001 No. 1161).
Appointments and reappointments to the PSPRB are regulated by the Commissioner for Public Appointments. These appointments have been made in line with the Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies.
Public appointments to the PSPRB are made by the Prime Minister.
Biographies
Luke Corkill
Luke Corkill is an experienced HR Director with a commercial and operational leadership background. He currently works in the aviation sector, leading industrial relations and transformational change in areas such as working practices, pay / reward, organisational design and policy development. He works across UK and international boundaries, with considerable experience of major UK Trade Unions and European Works Councils.
Luke has also held senior operational and commercial roles. He was first appointed to the PSPRB in April 2018.
Mary Carter
Mary Carter retired as a KPMG partner in 2008. She is a qualified Solicitor and worked in private practice as a lawyer until 1987.
Between 1987 and 2008 she specialised in and worked as an adviser in relation to executive pay and incentive arrangements - cash and share based, short and long term, also including related advice on matters such as: as remuneration reviews and total compensation benchmarking; tax, legal and regulatory; financial and accounting, etc.
Since retiring she served for 6 years as a member of the Armed Forces Pay Review Body and for five years as a member of the National Assembly of Wales Remuneration Board. She was a Lay Adviser to the Avon and Somerset Multi-Agency Public Protection Agencies (MAPPA) Strategic Management Board from 2013 to 2020. She was first appointed to the PSPRB in April 2018.
