The importance of measuring legal certainty, how legislation has improved, whether the law has been applied consistently, as well as how much justice is transparent was at the centre of debate at the conference focussed on measuring the performance of judiciary reforms in North Macedonia.

The Centre for Legal Research and Analysis is among UK partners in North Macedonia cooperating with state institutions and the expert community to develop a matrix of indicators to measure the performance and reform in the judiciary. This tool will serve to measure the reform processes across a certain period, through diagnosing of problems and obstacles the judiciary faces. The end goal of this approach is to evaluate and encourage further reform in the justice system, toward securing of legal certainty, as well as increasing the citizens’ trust in the judiciary.

Dominic Otway, our Deputy Head of Mission spoke at the opening of the conference along with Renata Deskoska, Justice Minister of North Macedonia, Dzemaili Saiti president of the Judges Association in North Macedonia and the programme implementer Zarko Hadzi-Zafirov from the Centre for Legal Research and Analysis.

Mr Otway said:

The Judicial Indicator Matrix developed through this Programme, aims to measure the progress of reforms in the justice sector in North Macedonia. It is a measuring tool developed in coordination with policy makers, judiciary, academia, and civil society organisations. It is important to use this evidence and join forces, using your knowledge and your experience to work on the reforms.

The Judicial Indicator Matrix is embedded in the Strategy for Reform in the Justice Sector 2017-2022, representing an opportunity for cooperation between the judiciary, state institutions and the non-governmental sector.

Rule of law and reforms of judiciary have been at the centre of the reform agenda in North Macedonia on the path to achieving its strategic objectives, joining EU and NATO. The programme run by the Centre for Legal Research and Analysis with UK support is part of the UK Government assistance in rule of law reforms in North Macedonia. The British Embassy Skopje works with North Macedonia on various programmes ranging from reforms in public administration and judiciary, efficiency of Parliament, transparency and accountability of institutions, inclusion and diversity, strengthening civil society and media.
