The 4th UK-India Cyber Dialogue

The fourth UK-India Cyber Dialogue was held in New Delhi, India on Wednesday 20th June 2018.

The meeting was co-chaired by Sanjay Verma, Additional Secretary, Indian Ministry of External Affairs and Sarah Taylor, Director Cyber, National Security Directorate, UK Foreign and Commonwealth Office. The Indian delegation included:

  • Ministry of External Affairs,
  • Ministry of Electronics and IT
  • Central Bureau of Investigation
  • Department of Telecommunications
  • CERT-In
  • National Security Council Secretariat
  • National Critical Information Infrastructure Protection Centre
  • Ministry of Women and Child Development

The UK delegation included representatives from the Foreign and Commonwealth Office, Department for Digital, Culture, Media and Sport, National Crime Agency and National Cyber Security Centre.

The two sides exchanged views on the international cyber threat landscape and their respective national cybersecurity efforts and strategies. They also discussed international cooperation on issues such as international internet governance, and agreed to continue promoting the applicability of international law, including the UN Charter, to responsible state behaviour in cyberspace and further exploring how it applies to state conduct in cyberspace, and addressing challenges such as the security of the Internet of Things.

Both sides welcomed the agreement of the Commonwealth Cyber Declaration during the Commonwealth Heads of Government Meeting in April and further committed to cooperate in efforts to deliver its Implementation Plan including through capacity building efforts.

In line with the ‘Framework for the UK-India Cyber Relationship’ agreed by Prime Ministers in April, the two sides reiterated their commitment to further cooperation on cyber issues and established four working groups covering:

  • Cyber Diplomacy
  • Cyber Crime
  • Incident Response
  • Digital Economy

Both sides exchanged points of contact for each working group and agreed that they should each report progress at the fifth UK-India Cyber Dialogue to be held in the UK at a mutually agreed time in 2019.
