Towards efficient managment of public bodies in North Macedonia
British Embassy supports programme on good governance of state owned enterprises and independent state bodies in North Macedonia.
Effective management of public bodies is a key pre-condition for good governance and building citizens’ trust in the public administration. This was one of the conclusions at the conference that promoted an analysis into findings and recommendations for improving the legal and institutional set-up of public bodies.
The analysis by the Institute for Democracy – Societas Civillis (IDSCS) from Skopje looked into the management of funds by state enterprises and independent bodies, criteria for employment and appointment of staff in these institutions and their efficiency. These detailed reports were result of several months of research done by IDSCS as part of a programme supported by the United Kingdom’s Good Governance Fund in North Macedonia.
Our ambassador Rachel Galloway spoke at the official opening of the conference along the Minister for Information Society and Administration Damjan Manchevski, Marko Troshanovski, President of IDSCS, as well as Ivana Najdovska and Misha Popovic, programme directors at the IDSCS. Ambassador Galloway said:
Good governance means effective, co-ordinated and transparent state institutions – with structures, processes that are fit for purpose. When there is good governance, corruption does not have a home and public funds are managed effectively. As citizens, we invest in our institutions through the taxes we pay and in return, we expect transparency from institutions on how they spend the money.
We need to know how they appoint managers and members of the managing bodies; what diversity there is and how well they perform in their role. The United Kingdom has been a long-standing partner in reforms, especially when it comes to the public administration and effective public enterprises management is a large part of that reform. We are here to work with you as you move to achieve your strategic objectives and along the path to serve your citizens better.
