Turks and Caicos Post Cabinet Meeting Statement
His Excellency the Governor, Dr John Freeman, chaired the 5th meeting of Cabinet on Wednesday, 28 February 2018, at the Hon. Hilly Ewing Building on Providenciales.
All Ministers were present except the Hon. Deputy Premier and the Hon. Minister of Home Affairs, Transportation and Communication.
At this meeting Cabinet:

noted the final report of the recently completed Statutory Body Review to be released at a joint press conference by His Excellency the Governor and the Hon. Premier on 1 March. His Excellency the Governor and Hon. Ministers will meet with the relevant Statutory Bodies for which they are responsible to discuss the report with them

noted and proposed amendments to the Fiscal Strategic Policy Statement 2018/2022 for forwarding to the UK Government for approval

advised His Excellency the Governor to approve, subject to amendments being made, the Micro, Small and Medium Enterprises Development (Amendment) Regulations 2018 and the Micro, Small and Medium Enterprises (Amendment) Ordinance 2018 for forwarding to the House of Assembly for approval

noted the financial performance of the TCI Statutory Bodies for the period October to December 2017 as set out in the 3rd Quarter Financial Report submitted by the Accountant General in accordance with Section 148 (1) of the Public Finance Management Regulations. Cabinet expressed concerns about material inaccuracies in a number of reports submitted by the Statutory Bodies and noted that a meeting was being arranged with the Accounting Officers of the Statutory Bodies to address this and other issues

advised His Excellency the Governor to grant approval for the execution of Contingency Warrant No.5 in relation to post hurricane expenditure which is to be submitted at a subsequent meeting of the House of Assembly

advised His Excellency the Governor to approve for forwarding to the House of Assembly requests from various applicants for the waiver of customs storage fees to the amount of $65,287.00 for the Financial Years 2016/17 and 2017/18 in accordance with Section 51 (1) of the Public Finance Management Ordinance

noted the recommendations in a report by the Integrity Commission on revisions to the allowances of the Hon. Speaker and other Members of the House of Assembly

noted that a draft Memorandum of Understanding (MOU) between TCIG and Carnival Corporation for the management of the Infrastructure Improvement Account was currently under consideration by Carnival Corporation

noted the recommendations of the Procurement Board to award contracts in line with the Public Procurement Ordinance 2012 as follows – TR17/7 National Physical Development Plan; TR17/29 Supply of mobile lighting to the TCI Ports Authority

His Excellency the Governor drew attention to a number of issues that he had raised with members of Cabinet in relation to the provisional warrant which Cabinet had approved ahead of the budget being laid

discussed banking and clinical services on North Caicos and banking services on South Caicos
-
was informed by the Hon. Minister of Tourism, Environment, Heritage and Gaming of a forthcoming public auction of seized vessels.
