Turks and Caicos Post Cabinet Meeting Statement

His Excellency the Governor, Dr John Freeman, chaired the 10th meeting of the Cabinet on Wednesday, 5 April 2017, at the Hon. Hilly Ewing Building on Providenciales.

TCI Cabinet Meeting

All Ministers were present.

At this meeting Cabinet:

  • received an up-date by His Excellency the Governor on the National Health Insurance Board (NHIB) following the Board’s response to the report on the NHIB by the Chief Internal Auditor and agreed that the Hon. Minister of Health would prepare a paper setting out actions to be taken to address the recommendations in the report for consideration at the next meeting of Cabinet. In the light of the report on the NHIB, Cabinet agreed that a review of all the TCI statutory bodies should be carried out at the earliest opportunity and approved as a matter of policy an immediate moratorium in accordance with the Public Finance Management Ordinance on any significant budgetary proposals (such as the payment of increments, whether budgeted for or not) and on any proposals to change existing or create new policies, projects and procedures of a financial nature (whether budgeted for or not) in respect of all TCI statutory bodies in accordance with the Public Finance Management Ordinance whilst a substantive review is undertaken of the financial and governance structures within all TCI statutory bodies

  • advised His Excellency the Governor to approve a public consultation document about the proposed reinstatement of daylight saving in TCI for a widespread stakeholder consultation exercise on the proposal to be carried out for a period of one month

  • approved for public release the TCI Common Reporting Standard (CRS) Guidance Notes for the administration in TCI of the global standard on Automatic Exchange of Financial Information in Tax Matters

  • agreed that a policy should be drawn up as a matter of priority on the issue of duty concessions for imported agricultural equipment

  • received an information paper prepared by the Premier’s Office on a proposed national strategy on the rehabilitation of offenders and on the introduction of preventative initiatives for youths at risk of involvement in criminal activities

  • advised His Excellency the Governor to approve the following appointments to the National Honours and Awards Committee for a period of one year with effect from 5 April 2017:

  • advised His Excellency the Governor to approve the following appointments to the National Insurance Board with effect from 5 April 2017:

Mr Samuel Swann, Chair (5 years) Mr Ezra Taylor, Member (3 years) Ms Sharon Been, Member (3 years)

  • advised His Excellency the Governor to approve the following appointment to the Board of the TCI Airports Authority for a period of 3 years with effect from 5 April 2017:

Mr Conroy Smith, Member

  • advised His Excellency the Governor to approve an amendment to the Casinos (Inspectors) Regulations to clarify that inspectors should monitor and enforce the terms of any conditions applied to licences issued under the Casinos Ordinance

  • received an up-date from the Minister of Home Affairs about the works and conditions at HM Prison on Grand Turk.
