Turks and Caicos post cabinet update
Governor Peter Beckingham chaired the TCI Cabinet meeting on Wednesday, 2 April 2014 at the Hilly Ewing Building on Providenciales.
All Ministers were present except Hon. Amanda Missick and Hon. George Lightbourne. At this meeting Cabinet:

Approved the extension of the appointment of the following members to the Civil Aviation Authority Board for a period of two years commencing 1st April 2014: Dr Sam Slattery (Chairman), Adison Brooks (Deputy Chairman), Clifford Hamilton (Director), Leanna Brooks (Director), Herbert Ingham, (Director). The Managing Director, Civil Aviation Authority and the Permanent Secretary, Finance are appointed as ex-officio members. The appointments are made in accordance with Section 6 (4) of the Civil Aviation Ordinance;

Approved the extension of the appointment of Ms Denika Been as Secretary to the Ports Authority Board for a period of one year commencing 1st April 2014. The appointment is made in accordance with Section 3 (7) of the Ports Ordinance;

Approved the extension of the appointment of the following members to the Airport Authority Board for a period of two years: Gordon Burton (Chairman), Andre Garneau (Deputy Chair) Algie Missick (Director), Andrew Thomas (Director). CEO of the Airports Authority and Permanent Secretary Finance are appointed as ex- officio members. Appointments are made in accordance with Section 10 (4) of the Airport Authority Ordinance;

Approved the extension of the appointment of the following members to the Ports Authority Board for a period of two years: Altheus Gardiner (Deputy Chairman), Desmond Wilson (Director), Terry Selver (Director) and Ottis Morris (Director). Director of EMS, Collector of Customs and Permanent Secretary Finance are appointed as ex- officio members. Appointments are made in accordance with Section 3 (2) of the Ports Authority Ordinance;

Approved the extension of the appointment of the following members to the Air Transport Licensing Authority for a period of two years commencing 1st April 2014: Managing Director Civil Aviation Authority (Chairman), Owen Hamilton (Member), Clifford Gardiner (Member), Arthur Bassett (Member), Keith Malcolm (Member), Permanent Secretary Finance (Member). Appointments are made in accordance with Section 5 of the Air Transport (Licensing of Air Services) Regulations;

Approved the appointment of the following members to the Turks and Caicos Islands Community College Board of Governors for a period of one year commencing 1st April 2014: Claudette Claire (Chairman), Mary Harvey (Deputy Chairman), Deveraux Malcolm (Member) Bridgette Newman (Member), Irvin Colebrook (Member), Lee Ingham (Member) and Mandi Archbald (Secretary.) Permanent Secretary Education and Permanent Secretary Finance are appointed as ex-officio members. The appointments are made in accordance with Section 4 of the Community College Ordinance 2009;

Approved the appointment of the following members to the Education Advisory Scholarship Committee for a period of one year commencing 1st April 2014; Dianna Wilson-Swann (Chairman) Renado Williams (Deputy Chairman), Alexandra Missick (Member), Tashena Adderley (Member) Redona Williams (Member), Kenny Rigby (Member) and Garde Alleyne (Member). Permanent Secretary Education and the President of the TCICC are appointed as ex-officio members. The appointments are made in accordance with Section 8 and first schedule of the Education Ordinance 1998;

Approved the appointment of the following members to the Higher Education Advisory Board for a period of one year commencing 1st April 2014: Quinton Elry Lightbourne (Chairman), Lillian Lewis (Member), Moreka Delancy (Member) Sonia Williams (Member), Jerry Clerveaux (Member), Mary Lightbourne (Secretary). Permanent Secretary Education and President of TCICC are appointed as ex-officio members. The appointments are made in accordance with Section 14 of the the Universities, Colleges and Training Institutes Ordinance;

Approved the terms of reference for the National Parks Committee and appointed the following to serve on the Committee: Permanent Secretary, Ministry of Environment and Home Affairs (Chairman), Premiers Office, DEMA, Attorney Generals Chambers, Turks and Caicos National Trust, Planning Department, Crown Land Unit, Goldray Ewing (Opposition Member), Oswald Williams (Community Member), James Parker (Community Member), Arthur Deane (Water Sports Member);

Approved a proposal for a feasibility study on adjustments to the Statutory Minimum Wage and agreed to establish an Advisory Committee on minimum wage with the following membership: Michelle Fulford-Gardiner, Commissioner of Labour, Edward Hall, Jr, Economist, and Chantania Handfield-Bacchus, Senior Labour Officer. The committee will consult widely with community and business representatives;

Approved the production and sale of a range of stamps for the Turks and Caicos Islands. The stamps are produced by the Intergovernmental Philatelic Corporation, the Company and agent responsible for the production, design and printing of the stamps. The stamps depict local and world issues and events;

Approved the appointment of Savitri Daniels as a member of the Turks and Caicos Islands Tourist Board. The appointment will be for 1 year, effective 1st April 2014;

Approved the signing of the Nassau Declaration. The Declaration seeks to renew countries’ commitments to achieving the goals and objectives of the Caribbean Financial Action Task Force (CFATF) in relation to anti-money laundering and combating financing of terrorism. This move signals the continuing commitment of the Turks and Caicos Islands to being a well regulated and compliant regime which effectively protects the economy from illegal activities while creating an environment that promotes the growth of investment and business.

Approved the development agreement for the Third Turtle Resort Marina and Casino subject to some amendments.

Approved Cabinet approved the development of an MOU for the Utopia Hotel, Spa and Casino on Providenciales.
