About us

The Industrial Strategy Advisory Council (ISAC) is an independent, non-statutory, expert committee responsible for advising government on the development and delivery of the industrial strategy and monitoring progress on its objectives.

The ISAC is an expert committee, sponsored by the Department for Business and Trade and HM Treasury, reporting to the Secretary of State for Business and Trade and the Chancellor of the Exchequer. It is made up of experts from across business, academia and trade unions.

The ISAC is central to the industrial strategy, which forms an important part of the government’s growth mission. It will work closely with stakeholders, including businesses, trade unions, local leaders, devolved governments and other independent experts, to develop a broad evidence base.

The ISAC will:

  • inform the industrial strategy, both in its design and development in the short term, and its effective implementation in the long term, through regular advice to ministers
  • monitor progress on growth-driving sectors and policies
  • undertake analysis to improve the evidence base to include in its reports and advice
  • feed into policy development through public reports, ministerial commissions, and private discussion papers

The ISAC is supported by a secretariat of civil servants.

The government will legislate to establish this body in statute when Parliamentary time allows, building cross-party support in the process. The statutory body will be called the Industrial Strategy Council (ISC). Legislation will ensure the ISC’s permanence as an institution, and that it has the necessary powers to deliver its objectives.
