Alan Evans
Biography
Alan Evans was appointed General Counsel and Solicitor for HM Revenue and Customs (HMRC) in January 2019. He has held a number of other senior legal posts in government - including Legal Director at DEFRA, BEIS and HMRC.
Earlier in his career, Alan was a legal adviser to the Cabinet Office and at the European Commission. Prior to working in government, Alan practised as a commercial litigator in the City. He is a past member of the Law Society’s European and Employment Law Committees.
Chief People Officer (interim)
The Chief People Officer (interim) is responsible for the effective and efficient running of the HR Community in HM Revenue and Customs.
The HR community has accountability for people management capability and deployment across HMRC, and oversees the delivery of HR services.
It is accountable for developing the HMRC People Strategy and the Employer Brand, as well as the delivery of a specialist organisation design service.
The Chief People Officer (interim) is also accountable for HMRC’s role as a responsible corporate organisation and for the governance and delivery of HMRC’s learning and talent activities.
General Counsel and Solicitor
The General Counsel and Solicitor is responsible for delivering legal, accountancy, tax review and litigation services to HMRC.
The work of the Solicitor’s Office and Legal Services group includes:
- advising HMRC on all aspects of the law
- carrying out the department’s civil litigation
- providing legal and accountancy advice on policy initiatives
- working on new legislation, such as the Finance Bill and other Bills, and also secondary legislation
