Andrew Kean
Biography
Andrew started his career in the Civil Service on the day the then Prime Minister called the 1997 General Election, originally as a policy officer in the then Department of the Environment dealing with planning rules for telecoms masts and car boot sales.
Andrew subsequently worked across a range of roles in housing, rail regulation and central strategy before promotion into the Senior Civil Service in 2007 as Head of Corporate Governance in the then Department for Communities and Local Government. He then moved across into HR in 2010, first as Change Programme Manager and then as Deputy Director for HR Policy where he was responsible for pay reform, performance management, recruitment and TU relations.
In 2016, Andrew moved to Civil Service HR, as Deputy Director in the then Civil Service Employee Policy team and responsible for reform of performance management for delegated grades; health and wellbeing (with a key focus on mental wellbeing); whistleblowing; and, from November 2017, supporting Dame Sue Owen’s cross-departmental review into how the Civil Service tackles bullying, harassment and discrimination.
In June 2018, Andrew took on the role of acting Director for Civil Service Policy, and in 2020 Andrew was promoted to become a permanent member of the CSHR Director team leading on Interdepartmental Programmes; then subsequently on TU Relations, Inclusive Practice and the Capability Based Pay Programme, before additionally taking on and incorporating those teams into Civil Service HR Expert Services.
Following the merger of Civil Service HR and GBS (Government Business Services) in Autumn 2022, Andrew became the Director for Recruitment within the newly named Government People Group, incorporating the Government Recruitment Service, the Centres of Expertise for Recruitment and for Secondments, and the Going Forward into Employment Programme.
Andrew is also the Cabinet Office Co-Champion for Wellbeing, in partnership with Penny Horner-Long.
