Andy Bliss QPM
Biography
Andy Bliss QPM was Chief Constable of Hertfordshire Constabulary between 2011 and 2016. He led major organisational change and inter-force collaboration programmes. He was National Police Chiefs’ Council portfolio lead for Drugs and also Heritage Crime. In 2018 he graduated with a Master’s degree with distinction in Archaeology from York University and now undertakes consultancy and research including advisory work for Historic England on crime risks to the historic environment. He joined Sussex Police in 1982 and served in uniformed and detective roles, including a secondment to London where he worked in the arena of international and organised crime. His most senior operational role in Sussex was as divisional commander at Brighton and Hove. In 2004 he moved to Essex Police where he served in the ranks of Assistant and Deputy Chief Constable. He was awarded the Queen’s Police Medal (QPM) in 2010.

NCARRB Member
Members of the National Crime Agency Remuneration Review Body are responsible for:
- making recommendations on the pay and allowances of National Crime Agency (NCA) officers designated with operational powers
- considering written evidence from the Home Office, the NCA, trades unions and other interested parties
- conducting research on pay and related matters
- visiting the NCA to meet NCA officers with operational powers and management to gather information and views on pay and related issues
PRRB Member
The member of the PRRB is responsible for providing independent advice to the government on pay and conditions for police officers at or below the rank of chief superintendent in England, Wales and Northern Ireland.
