Caroline Crowther and Charlotte Spencer
Biography
Caroline and Charlotte joined HM Land Registry as Non-executive Board Members in April 2025, representing HM Land Registry’s sponsor department, the Ministry of Housing, Communities and Local Government (MHCLG). They serve as the Directors (Jobshare) for Leasehold, Private Renting and Digital at the MHCLG. This role includes the responsibility of senior officer for the GMPP Digital planning programme and senior sponsor of the Leasehold Advisory Service (LEASE). Caroline and Charlotte joined MHCLG in 2020 and previously worked as Directors for Strategy at the Department for Environment, Food and Rural Affairs (Defra). They been jobshare partners since 2016.
Caroline is an experienced civil servant with a demonstrated history of working in government administration for more than 20 years. She has overseen a wide range of work during this time, undertaking roles within the Home Office and Department for Work and Pensions (DWP). Her breadth of expertise spans across government, with direct involvement in employment and welfare policy, child support, legal aid and, of course, housing. She has a strong track record of delivery on complex issues in rapidly changing contexts: public policy, economics, operational, and strategy.
Charlotte is an experienced civil servant with a demonstrated history of government administration since 2005, having previously worked in the private sector. Charlotte has led a wide range of policy and delivery work during this time, including in the Ministry of Justice, DWP, Department of Health, Defra and the Cabinet Office, and on legislation.
