Catherine Blair
Biography
Catherine joined HM Courts and Tribunals Service (HMCTS) as Chief Financial Officer in June 2024. Prior to that Catherine was Finance and Business Director for Transformation/Change in HMRC.
This isn’t Catherine’s first role in HMCTS: she was previously responsible for Strategic Finance and Planning where she notably played a key role in our Covid-19 response and recovery efforts. Her wider experience includes leading a £3bn delivery programme across England whilst at the Department for Work and Pensions, a number of years working at the European Commission in Brussels, and a range of policy and analytical roles in the earlier parts of her UK civil service career.
Catherine is a chartered management accountant, holds a PhD, and is also a qualified executive coach. Catherine is passionate about getting strategic transformation right: she believes in the strength of multi-disciplinary teams, where enabling functions are at the heart of decision-making.

- strategic objectives
- financial management, governance and controls
- property management
