Clara Swinson is Second Permanent Secretary in the Cabinet Office and Head of the Mission Delivery Unit. She was Director General for Global Health at the Department of Health and Social Care between November 2016 and September 2024.

This role leads the Unit in implementing Mission-led Government across the Civil Service and advise the Prime Minister and the Chancellor of the Duchy of Lancaster on delivery of the five missions.
