Sir David Norgrove

Biography

David was Chair of the Low Pay Commission from 1 May 2009 to 31 December 2016. He is Chairman of Pensions First, the Family Justice Board and the Amnesty International Charitable Trust.

Prior to David’s role as Chair of the Low Pay Commission:

  • his career began at HM Treasury, where he was an economist and spent 2 years on secondment to the First National Bank of Chicago
  • he was Private Secretary to Prime Minister Margaret Thatcher from 1985 to 1988
  • he joined Marks & Spencer in 1988 and was appointed to the board in 2000 (he was chair of the pension fund trustees from 2000 until his retirement in 2004)
  • he was the first chairman of the Pensions Regulator from 2005 to 2010
  • he has been a trustee and Deputy Chairman of the British Museum
  • he chaired a review of the Family Justice System in 2010-11
