Emily Shirtcliff

Biography

Emily joined the TRA as Investigations Delivery Director in January 2024.  She is responsible for leading multidisciplinary teams delivering trade remedies investigations within the TRA. 

Emily has previously worked as a senior official specialising in international trade policy since 2016. This included roles leading the Cabinet Office trade team; overseeing the UK’s newly independent trade disputes function in the Department for Business and Trade (formerly Department of International Trade); informing UK-EU trade negotiations; and an overseas posting leading on trade issues for HMG in Sao Paulo.

Prior to her time in trade policy, Emily worked in the Department for Business, Innovation and Skills in roles across economic strategy, employment policy and leading the offices of two Business Secretaries.
