Gavin Hall

Biography

Gavin previously headed the Regulatory Affairs Section (Application Management, Supply & Northern Ireland Protocol Teams) within the VMD.

Gavin is a career Civil Servant working firstly in MAFF / Defra and has been with the VMD for over 30 years. His expertise is in the field of the regulation of veterinary medicines and in regulatory affairs.

For 15 years Gavin served as UK representative to the CMDv and was the UK representative to the Commissions Notice to Applicants Working Group and regularly attended meetings of the Heads of Medicines Agencies.

Deputy Chief Executive Officer/Director of Authorisations, VMD

Supports the Chief Executive Officer with day-to-day running of the VMD and:

  • Leads the Authorisations Division in delivery of key objectives against published standards and in line with the VMD mission and vision.
  • Sets the strategic direction for the Authorisations Team.
  • Liaises with other Government Departments, CVOs and Ministers as appropriate.
  • Leads on stakeholder engagement with Industry representative bodies, and other global regulators in relation to the authorisation and supply of veterinary medicinal products.
  • Identifies opportunities for global and domestic collaboration.
  • Ensures appropriate budgetary controls are in place within the Authorisations Division, that services offer value for money, and in her absence, deputises for the CEO as the accounting officer.
  • Fulfils the role of Project Leader/Programme Director/SRO as necessary, for example with implementing the Northern Ireland Protocol, and implementing new domestic legislation.
  • Ensures delivery of the VMD science strategy and being the VMD lead in liaison with the Veterinary Products Committee (independent advisory body to the VMD).
  • Takes full and proactive participation at VMD / Defra operational and strategic management meetings.
  • Ensures that the VMD has robust emergency response systems in place for contributing to wider supply chain considerations for veterinary medicines and also has in place mechanisms for dealing with more routine veterinary medicines supply issues.
