Julie Blomley

Biography

Julie joined the Department of Work and Pensions in April 2024 as the Director General for People and Capability, having previously held the position of Chief People Officer at the Home Office since December 2021.

Julie started her HR career with BNFL Magnox Generation in Gloucestershire in 1997 and has spent her entire career in a variety of HR roles, including 14 years in retail as Group HR Director with Matalan, New Look and the JD Group.

She is a Fellow of the Chartered Institute of Personnel and Development and is passionate about people and organisational development.

Julie is married and in her spare time, she enjoys cycling, Pilates, yoga, attending concerts and the theatre and travelling.

Director General, People and Capability

The Director General, People and Capability sets and leads the department’s people strategy, aligning this to business strategy and the wider Civil Service workforce plan.

The role is accountable for:

  • the full HR operating model and function
  • health and safety
  • learning and development
  • strategic workforce planning
  • creating a flexible, inclusive and continuously learning workforce
