Dr Malcolm McKibbin
Biography
Dr Malcolm McKibbin is Head of the Northern Ireland Civil Service (NICS) and leads more than 27,000 civil servants.
He is also Permanent Secretary of the Office of the First Minister and Deputy First Minister of Northern Ireland, and Secretary to the Northern Ireland Executive.
In these roles, he is the most senior adviser to the First Minister and the deputy First Minister.

The Head of the Northern Ireland Civil Service (NICS) serves the devolved administration of Northern Ireland.
The Head of NICS is responsible for:
- the Northern Ireland Executive’s programme for government
- chairing the cross-government permanent secretary group
- policy advice to the First Minister and Deputy First Minister of Northern Ireland
