Matthew Vickerstaff

Biography

Matthew Vickerstaff is the Deputy Chief Executive Officer of the Infrastructure and Projects Authority (IPA) and Head of Government’s Project Finance Profession. He is responsible for the UK Guarantee Scheme and the Private Finance Initiative contract management programme, as well as for establishing a number of infrastructure funds alongside private investors in ultra fast broadband and electric vehicle charging infrastructure sectors.

Prior to joining the IPA Matthew spent over 20 years at Société Générale where he was responsible for managing the global structured finance teams including infrastructure, real estate, aircraft, shipping sectors, and export finance; and where he spent time working in Toronto, New York, Paris and London. He has been a director of a number of infrastructure investment companies and has 25 years experience in the design, build, finance and operation of infrastructure projects all over the world.

Before SocGen, Matthew began his career at Hambros PLC working in corporate risk analysis, asset finance and leasing, real estate and infrastructure both in London and Toronto. Matthew has an M.A from Cambridge University.

Deputy Chief Executive Officer and Head of Project Finance

The Deputy Chief Executive Officer deputises for the IPA’s CEO as required in addition to managing the IPA’s Finance and International teams. In this role Matthew’s team supports HMT and IPA teams when they are setting policy for the use of private finance to deliver investment in public infrastructure, assets and services. This includes responsibility for Public Private Partnerships (PPPs) and the UK Guarantees Scheme (UKGS).

The Head of Project Finance leads the project finance profession in government and is a spokesperson for the IPA and government on the use of private finance to deliver public projects.
