Philip Urquhart

Biography
Phil was appointed as our Chief Digital and Data Officer in January 2025. Phil leads the organisation’s digital and data initiatives, including the implementation of technology infrastructure and digital services.
Phil brings substantial leadership experience in digital transformation to the SIA. Most recently, he served as Director of Technology and Business Services at the Competition and Markets Authority, where he led several key digital transformation programs. His initiatives implemented cloud-first business-critical applications and digital services and enhanced operational efficiency through automation and improved technology capabilities.
As Assistant Director and Chief Technology Officer at the Maritime Coastguard Agency, Phil led a major technology modernisation program that advanced the agency’s target operating model. The program delivered enhanced search and rescue capabilities and established a new National Maritime Operations Centre. His work included integrating information and communication systems, consolidating data centres across the UK, and implementing digital services across the organisation which delivered a successful business transformation.
Phil’s career also includes leading an ICT transformation at HM Treasury where he oversaw the modernisation of all technology systems and services, furthering his experience in public sector digital transformation and innovation.
