Richard Fowler
Biography
Richard Fowler was appointed as the Head of Office for the Adjudicator’s Office in February 2024.
Richard joined HM Revenue and Customs in 2016 as head of customer experience in the then Customer Directorate where he drew learning from the private sector to inform work to make HMRC a more customer focused organisation. From 2020 he led engagement with customers and stakeholders on the Making Tax Digital Programme. Previously he was in the Home Office for 13 years working in customer and communications roles in the immigration and justice systems.
Head of Office
The Head of the Adjudicator’s Office is the senior operational leader for the Adjudicator’s Office, and works alongside the independent Adjudicator. The Head of Office oversees the effective functioning of the office and ensures that that the organisation achieves its vision.
