Sam Ulyatt

Biography

Sam Ulyatt was appointed Chief Executive of Crown Commercial Service (CCS) in 2024. With a wealth of experience in both the public and private sectors, Sam brings deep commercial expertise and a commitment to delivering value across government.

Before joining as CEO, Sam served as a member of the Home Office senior leadership team as the Chief Commercial Officer, heading the commercial function. In this role, she managed a diverse portfolio of complex procurements and directed annual expenditures exceeding £8 billion across various categories, including technology, estates, and professional services. Sam played a pivotal role in addressing numerous commercial and operational challenges faced by the Home Office during her tenure. Sam was also responsible for the £10 billion spent on grants and led the transformation of the team.

Sam was previously a Commercial Director at CCS in 2016, where she led a team of category experts in utilities and fuels, workplace facilities management and construction supporting multiple government departments. 

Her extensive private sector experience spans multiple sectors including nuclear, waste and water, energy, pharmaceuticals and chemical manufacturing. While her primary focus has been on commercial leadership, she has also led numerous transformations across a wider business landscape.

The Chief Executive is responsible for overseeing the CCS’s direction and management and ensuring its strategic objectives are met. As the Accounting Officer they are responsible to Parliament for the organisation’s use of public money and its assets under its trading fund status.
