David Mullan
Biography
David Mullan joined the Northern Ireland Civil Service in 1998 and worked across several Executive Departments within a range of finance and policy roles.
David was appointed as Traffic Commissioner for the North West of England in July 2024.
Career
David was appointed Head of Transport Regulation Unit in May 2019, the Northern Ireland regulator for goods vehicle operators.
In January 2023, David assumed responsibility for policy in respect of Driver Licensing, Motor Insurance, and for the delivery of the Road Safety Strategy for Northern Ireland. He continued to sit as a presiding officer on Northern Ireland public inquiries and impounding hearings.
Traffic Commissioner for the north west of England
Responsibilities are:
- the licensing of the operators of Heavy Goods Vehicles (HGVs) and of buses and coaches known as Public Service Vehicles (PSVs)
- the registration of local bus services
- granting vocational licences and taking action against drivers of HGVs and PSVs
