Working Group on the Domestic Private Rented Sector (PRS) Regulations

The Government has a duty under the Energy Act 2011 to enact legislation on energy-related issues in the PRS, and has decided to set up 2 working groups to advise on this complex but important matter.

The independent chairs and members are drawn from landlord, tenant, local authority and environmental groups. The first set of meetings will take place on Monday 11th February and will last until the Summer, after which a PRS Regs consultation shall be launched.

Chair

Dave Princep, BSs (Hons), LLB, MCIEH

Dave is an independent housing consultant who has over 30 years experience of working in the private rented domestic sector. He currently provides support and advice to individual landlords, tenants, local authorities, the hotel industry and the Residential Landlords Association on property standards, health and safety and sustainability issues. For many years he managed local government property enforcing officers and was instrumental in establishing, and currently Chairs, the London Landlord Accreditation Scheme which is the largest voluntary PRS scheme of its kind in the country.

Dave has been involved in sustainability and energy efficiency for many years and Chairs the Private Rented Sector Task Group set by the Secretary of State for Energy and Climate Change and the PRS Group established by the Energy Efficiency Partnership for Buildings to consider the issues specific to the domestic rent sector. He has been involved in several working groups on energy efficiency in the private sector, including guidance provided by NEA and Chartered Institute of Environmental Health.
