The 19+ allocations technical guidance sets out how we have calculated funding allocations for the 2023 to 2024 funding year for:
- ESFA funded adult education budget (AEB) including 19 to 24 traineeships
- advanced learner loans facilities and bursaries
- 16 to 18 traineeships and bursaries (for providers without 16 to 19 funding)

We’ve published updates to the 19+ allocations technical guidance and the business template for 2023 to 2024. The updates in the guidance support the publication of allocations for the following funding streams: ESFA funded adult education budget procured carry-in, Apprenticeship carry-in, 16 to 18 Traineeships carry-in and 19 to 24 Traineeships carry-in.

We have added the advanced learner loans allocations calculator and ESFA funded AEB and free courses for jobs allocations calculator for 2023 to 2024. We have also updated 2023 to 2024 business case template.

We have updated the following sections: ESFA funded adult education budget (grant) Non-formula funded community learning Funding for innovative provision National Skills Fund: level 3 free courses for jobs (grant) ESFA funded AEB contract for services (procured from August 2021) Advanced learner loan facilities and bursaries We have removed the section on Market entry 16 to 18 traineeships (for providers that do not have 16 to 19 funding).
