Joint minutes of the Second Committee Meeting on Sanitary and Phytosanitary (SPS) Measures under the Free Trade Agreement between the United Kingdom of Great Britain and Northern Ireland and The Socialist Republic of Viet Nam (Vietnam)

The second meeting of the Committee on Sanitary and Phytosanitary (SPS) measures under the UK-Vietnam free trade agreement took place on 7 December 2022 by video conference.

UK participants were from the Department for Environment, Food and Rural Affairs, the Department for Business and Trade, and the Foreign, Commonwealth & Development Office, and participants from Vietnam were from the Ministry of Agriculture and Rural Development, Ministry of Health, and Ministry of Industry and Trade.

Participants had a fruitful exchange of views on matters related to implementation of the SPS Chapter.

1. Opening remarks and adoption of the agenda

The UK and Vietnam highlighted current collaboration and the importance of the relationships between the countries. Both parties noted the agenda and approved it.

2. Acknowledgement of, and agreement to, the SPS Committee Rules of Procedure

The Rules of Procedure (RoP) were acknowledged and adopted by both parties.

3. Review of the operational conclusions of the first SPS Committee between the UK and Vietnam

It was noted that after last year’s meeting several technical meetings had been held, and an update of operational conclusions from the previous SPS committee was provided.

4. Discussing the issues raised by the UK

Progress on market access requests from the UK to Vietnam since the last SPS committee meeting was discussed along with an update on the process for further requests.

5. Discussing the issues raised by Vietnam

The status and update on a market access application from Vietnam to the UK was then covered / discussed by the committee, along with next steps. Further discussion concerned Vietnam’s interest in cooperation and capacity building.

6. Calendar of the SPS Committee

Both parties agreed to review progress on the operational conclusions ahead of a further committee. The timing of the next meeting would be coordinated via the secretariats from each country.

7. Operational conclusions

Vietnam summarised the operational conclusions and both parties agreed to finalise these after the meeting.

8. Closing remarks

Both parties thanked each other for an informative meeting and looked forward to working together on SPS matters in the future.
