Accelerating Reform Fund 2023 to 2024: grant determination No 31/7084

The Minister of State for Social Care (‘the Minister of State’), in exercise of the powers conferred by section 31 of the Local Government Act 2003, makes the following determination.
Citation
1) This determination may be cited as the 2023 to 2024 Accelerating Reform Fund for adult social care No 31/7084.
Purpose of the grant
2) The purpose of the grant is to provide support to local authorities in England towards expenditure lawfully incurred or to be incurred by them in funding adult social care.
This grant is made available to support local authorities with the cost of funding projects that deliver the department’s priorities for innovation and scaling in adult social care.
Determination
3) The Minister of State determines the authorities to which grant is to be paid and the amount of grant to be paid. The authorities and the amounts are set out in Annex A.
Grant conditions
4) This is a non-ringfenced grant contribution to be paid to local authorities towards implementing projects in line with the department’s priorities for innovation and scaling in adult social care. There are no conditions on the grant.
As set out in the memorandum of understanding, local authorities will be expected to share learning and best practice with the evaluation partner, other local authorities and the Department of Health and Social Care.
Subsidy control
5) Local authorities should ensure they comply with their obligations under the Subsidy Control Act 2022 and the relevant UK subsidy control statutory guidance.
Treasury consent
6) Before making this determination in relation to local authorities in England, the Minister of State obtained the consent of the Treasury.

Annex A: grant allocations
Accelerating Reform Fund for adult social care: methodology
Each integrated care system (ICS) consortium receives a £300,000 ‘floor’ plus a share of £7,400,000 top-up funding. This top-up funding has been calculated based on the adult social care relative needs formula (RNF) at a local authority level and summed for the ICS consortium, based on the total number of local authorities opting in and to which consortium they join.
