HM Revenue and Customs commissioned Ipsos to undertake a quantitative survey and follow-up in-depth interviews with businesses to explore whether scale up businesses face challenges recruiting and retaining key skills when compared to the wider business population.

A ‘scale-up’, for the purpose of this report, is defined as a business where the phase of growth is beyond the definition of an SME, that is they must have at least 250 employees or at least £30 million in gross assets. In addition, to qualify as a scale-up, a business must have no more than 499 employees and gross assets of no more than £99.9 million. 

This research consisted of a random probability telephone survey comprising of 1,460 interviews with businesses, and a qualitative follow-up phase comprising 30 in-depth interviews with businesses who had taken part in the survey. Fieldwork took place between November 2021 and January 2022. 

The research endeavoured to understand whether an extension of Enterprise Management Incentives (EMI) to scale-up businesses would support these businesses to grow and develop amid competition from larger businesses.
