Under the COMPASS contract, the provision of accommodation includes water, gas and electricity. Water, gas and electricity are part of the nightly rate paid to the COMPASS providers and are uncapped. Providers take steps to control use of heating by the use of boiler controls.

Accommodation is provided to asylum seekers who would otherwise be destitute on behalf of the Home Office by providers under the COMPASS contract. All asylum seekers moving into COMPASS accommodation are issued induction and briefing packs making it clear that if they wish to acquire a television they must also buy a licence.
