In July 2007 the Home Secretary requested, in the light of “real public concern about the potential mental health effects of cannabis use, in particular the use of stronger forms of the drug, commonly known as skunk”, that the council re-assess the classification of cannabis. This report represents the council’s response to the Home Secretary’s request.
