The Airports Commission’s ‘Process overview’ report sets out reasoning behind the approach the commission took to analyse surface transport. It explains why the commission set Jacobs Consultancy the parameters within which the appraisal was carried out.
Jacobs Consultancy’s reports appraise the performance of each of the shortlisted proposals against the objectives set out in Module 4 of the commission’s Appraisal framework. Appendices to those appraisals have also been published. It’s ‘Literature review’ assesses the case for a spur from HS2 to Heathrow Airport. The review also features an assessment of the impacts of a hub station on the Great Western Mainline as proposed by Heathrow Hub Limited.
