The United Kingdom instrument of ratification was deposited with the Council of Europe on 17 July 2009 and the Additional protocol entered into force in the United Kingdom on 1 November 2009. The Protocol was previously published as Miscellaneous no. 3 (2009) Cm. 7565 (ISBN 9780101756525).

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
