Methodology
Local Reform and Community Voices grant
The Local Reform and Community Voices grant is allocated using the adult social care relative needs formula and is comprised of the following policy lines:
- additional funding for deprivation of liberty safeguards (DoLS) in hospitals (£5.15 million)
- additional local Healthwatch funding (£14.15 million) – the allocations for this have a minimum amount of £10,000 per local authority
- funding for independent NHS complaints advisory services (£15.11 million)
Allocations set out below reflect the Dorset Unitary Authority, established on 1 April 2019 (comprised of the area of the old Dorset County Council, excluding Christchurch District), and the Bournemouth Christchurch and Poole Unitary Authority, also established on 1 April 2019 (comprised of the area of the old Bournemouth Council, Poole Council and Christchurch District). A grant-specific percentage of the allocation for the old Dorset County Council has been transferred to the new Bournemouth Christchurch and Poole Unitary Authority in agreement with the councils affected.
Social Care in Prisons grant
The allocations of the Social Care in Prisons grant are as set out in the response to the consultation on funding formulae for implementation of the Care Act in 2015 to 2016.
The Social Care in Prisons allocations for 2022 to 2023 reflect reported prison populations at 30 June 2021 and first receptions for the year July 2020 to June 2021 inclusive, and are adjusted for certain planned reconfigurations and the age group distribution of the prison population.
We used the Ministry of Justice planned reconfiguration information on the expected average prison population capacity over 2022 to 2023 to estimate the prison population of HMP Five Wells (North Northamptonshire), which opened in February 2022.
War Pensions Disregard grant
The allocations of the War Pensions Scheme Disregard grant are as set out in the response to the consultation on allocating 2017 to 2018 funding to disregard war pensions in social care financial assessments.
The allocations for 2022 to 2023 are weighted using the war pensioner populations by local authority at 31 March 2021.
Where the adult social care relative needs formula (ASC RNF) has been used as part of allocation calculations, the same ASC RNF allocation shares have been used as the Department of Levelling Up, Housing and Communities final local government finance settlement for 2021 to 2022 when there were changes to local authority geographies.
This applies to the local authority geography changes in April 2019 (Dorset, and Bournemouth, Christchurch and Poole Unitary Authorities) and in April 2021 (North Northamptonshire and West Northamptonshire Unitary Authorities).
New burdens funding for new Client-Level Data flows
This grant is allocated using the area cost adjustment (ACA) distribution.
City of London and Isles of Scilly have been allocated in line with other similar local authorities rather than using the ACAs, following discussions with them.
Where we used ACAs for the allocations, Bournemouth, Christchurch and Poole Council and Dorset Council (both created in April 2019) were assigned an ACA of 1 as their predecessor councils of Bournemouth, Poole, and Dorset County Council all had an ACA of 1.
North Northamptonshire and West Northamptonshire Councils were assigned an ACA of 1.0077 – the ACA for their predecessor Northamptonshire County Council.
