Local authorities social services grant determination 2024 to 2025: no 31/7496

The Minister of State for Care (‘the Minister of State’), in exercise of the powers conferred by section 31 of the Local Government Act 2003, makes the following determination:
Citation
- This determination may be cited as the Local Authorities Social Services Determination 2024 to 2025 no 31/7496.
Purpose of the grant
2. The purpose of these grants is to provide support to local authorities in England towards expenditure lawfully incurred or to be incurred by them in funding adult social care. These grants cover Local Reform and Community Voices, War Pensions Disregards and Social Care in Prisons.
3. The Local Reform and Community Voices grant is worth £34.41 million, and comprises 3 strands:
- a non-ringfenced contribution towards local authorities to meet their statutory duty to provide a local Healthwatch (£14.15 million)
- funding to contribute towards local authorities meeting their statutory duty to provide an advocacy service, helping eligible users to understand and communicate their care needs (£15.11 million)
- funding to contribute towards local authorities assessing and implementing deprivation of liberty safeguards (DoLS) arrangements in hospitals (£5.15 million)
4. The War Pensions Disregards grant provides funding that contributes towards the cost of local authorities disregarding, for the purposes of social care charging, all payments made under the War Pension Scheme with the exception of Constant Attendance Allowance. This grant is worth £12 million and is paid to the Department of Health and Social Care by the Ministry of Defence.
5. The Social Care in Prisons grant contributes funding towards the cost to local authorities of providing social care in prisons, for which local authorities hold statutory responsibility. This grant is worth £10.95 million.
Determination
6. The Minister of State determines as the authorities to which the grant is to be paid and the amount of grant to be paid. These authorities and amounts are set out in ‘Grant allocations 2024 to 2025’.
Treasury consent
7. Before making this determination in relation to local authorities in England, the Minister of State obtained the consent of the Treasury.

The grant recipient shall at all times during and following the end of the funding period:
- comply with requirements of the HM Government of the United Kingdom of Great Britain and Northern Ireland ‘Funded by UK government’ branding manual in relation to the funded activities
- cease use of the ‘Funded by UK government’ logo on demand if directed to do so by the authority
