Affinity Water Limited: proposal to vary and revoke licences to abstract water

The Environment Agency is proposing to vary (change) licence number 29/38/03/0042, held by Affinity Water Limited at Whitehall Pumping Station to protect the River Beane.

The Environment Agency is also proposing to revoke (cancel) licence number 29/38/02/0047, held by Affinity Water Limited at Fulling Mill Pumping Station to protect the River Mimram.

The Environment Agency is required to give notice of this proposal. The Environment Agency give this notice in line with section 52 of the Water Resources Act 1991 (as amended by section 22 of the Water Act 2003) and regulation 31 of the Water Resources (Abstraction and Impounding) Regulations 2006.

Licence number 29/38/03/0042 allows the licence holder

to abstract (take) a total of

  • 30,459 cubic metres (m³) of water a day
  • 8,296,623 m³ of water a year

Abstraction is authorised all year from underground strata comprising of chalk. This is at three points within National Grid References (NGR):

  • TL 28 21
  • TL 28 22

The licence holder can abstract water for public water supply.

The proposal is to vary the licence to reduce quantities of abstraction to

  • 10,000 m³ of water a day
  • 730,000 m³ of water a year

This reduction will become effective on 1 April 2018. The Environment Agency also proposes to include a time limit of 31 March 2030 to the licence. In addition, The Environment Agency proposes to time limit an existing aggregate (total) condition with licence number 29/38/03/0001 to 31 March 2018. This aggregate will cease to be viable when the proposed reduction in quantities comes into effect.

Abstraction is authorised all year from underground strata. This is at two points within National Grid Reference (NGR):

  • TL 22 16

The licence holder can abstract water for public water supply.

The proposal is to revoke the licence with effect from 1 April 2018.

The Environment Agency has made this proposal as part of a programme to help restore sustainable abstraction.

The Environment Agency has recommended that the proposed licence changes are necessary to protect the water environment from serious damage in accordance with Section 27, Water Act 2003.
