Research into the unparalleled shift towards homeworking during the coronavirus (COVID-19) pandemic and how to consider this when completing transport appraisals.

The study’s 4 main aims are to:

  • provide a theoretical review of the principal micro-mechanisms thought to underpin agglomeration externalities and how the impact of these might be affected by a permanent increase in homeworking
  • review and summarise any recent literature on the potential implications of COVID-19 on agglomeration
  • identify research questions that the Department for Transport (DfT) should consider to better understand the impact of COVID-19 on agglomeration under different scenarios
  • inform DfT’s plans on future changes to appraisal guidance as evidence develops
