Details

The study looks at the allocation of electricity network charges to different consumer groups in 9 European countries (Ireland, Norway, Sweden, Germany, Netherlands, Belgium, France, Italy and Spain) including

  • the differences in network costs
  • how network charges faced by different consumer groups are affected by decisions regarding the allocation of network costs

The focus of the study is on ‘use-of-system’ (UoS) network charges. It does not include policy costs or other non-network costs recovered through network charges.

BEIS commissioned Cambridge Economic Policy Associates (CEPA) to conduct this study.
