Ipsos UK were commissioned to undertake a qualitative process evaluation of the devolving child decision-making Pilot programme. The purpose of the Pilot is to test whether determining if a child is a victim of modern slavery within existing safeguarding structures is a more appropriate model for making modern slavery decisions for children.
The evaluation concentrated on the local delivery of devolving decision-making and its influence on local authorities and other stakeholders.
Overall, findings were positive, with some scope for improvement to further strengthen the approach.
The evaluation was finalised in September 2022, prior to changes made to the National Referral Mechanism decision-making process and the introduction of the Nationality and Borders Act.
