2025 update to the ACS Self-Assessment Workbook

Updated 24 February 2025

This text supersedes the text in the relevant sections of the ACS Self-Assessment Workbook published in April 2022.

6.1.1 There is an effective recruitment policy

Clarification

Organisations should have a robust process for the management of licensing (including renewals) and the licence dispensation process. Controls should be in place to demonstrate:

  • the level of LDNs issued does not exceed 15%;

  • LDNs are correctly issued according to the published guidance (in particular the five week time limit and the applications have reached the correct stage in the application process);

  • approved contractors authorised by us to deploy staff under a licence dispensation notice must ensure at all times that there is at least one relevant person within the business competent to issue a licence dispensation notice. That person must understand their obligations, follow our guidance on licence dispensation and refresh their knowledge and understanding every year.

6.2.1 Staff training, and a development and improvement policy and procedures are in place, implemented and communicated.

Approved contractors authorised by us to deploy staff under a licence dispensation notice must ensure at all times that there is at least one relevant person within the business competent to issue a licence dispensation notice.
