1. Annex 1C ‘smart’ tachograph update

The Driver and Vehicle Licensing Agency (DVLA) are currently issuing the new 1C capable smart tachograph workshop card to all nominated technicians (NTs) for this year’s annual card renewal process.

To remind all NTs and designated managers (DMs) that only those NTs who have received the new 1C uplift training can undertake calibrations on the new 1C smart tachographs. Those NTs who have not received this training can still continue to calibrate the 1B tachographs as normal with the new card.

Enforcement action will be taken against both the NT and the approved tachograph centre (ATC) if an untrained NT undertakes a 1C smart tachograph calibration.

2. Compulsory nominated technicians (NT) training update

As previously reported, by the end of June 2019 all NTs must have passed a Driver and Vehicle Standards Agency (DVSA) approved training course with respect to the installation, calibration and use of annex 1C ‘smart’ tachographs. This is regardless of whether their ATC is upgrading to annex 1C ‘smart’ tachograph standard.

This requirement is so all technicians are aware of increased sealing requirements for annex 1C smart tachographs.

For those NTs who have recently received the 1C uplift training module you would have been told that the new seal for 1C tachographs must also be fitted to 1B tachographs at that tachograph’s next periodic inspection after 15 June 2019.

2.1 Revised guidance on sealing requirements

DVSA have just received revised guidance, issued by the European Commission, on the new sealing requirements for digital tachographs. The new guidance now states that 1C seals are only mandatory in 1C equipped vehicles.

If a centre wants to use a 1C seal on a 1B tachograph then that is allowed. In this instance there will be no requirement to record the seal number on the 1B calibration documentation as it is not a mandated field for 1B tachographs. ATCs can still use the lead seal and wire system for 1B and analogue tachographs as currently required.

3. Annex 1C authorised tachograph centres

Applications for upgrading your 1B ATC to a 1C ATC are currently being accepted. To speed up the process it has been agreed that a suitably completed GV207 application form can now be scanned and sent to tachosection@dvsa.gov.uk.

Please pay particular attention to section 11 which is the variation section.There will be no need to send a manual document. Fully completed means that you have declared that you have 1C trained technicians and all of the 1C related equipment and software. Partially completed applications will not be accepted.

Evidence of equipment compliance may be a purchase receipt for new/upgraded equipment, a calibration certificate, or a confirmation letter from a manufacturer (this should include the software version where applicable). For technicians a copy of their training certificate or a declaration from the training provider they have attended a course.

Tachosection will approve the ATC for Annex 1C work. An updated GV209-1C certificate will be issued which must be replace the GV209 certificate in the relevant display area.
