These letters set out decisions made by the Secretary of State for Transport to permit pre-1999 vehicles to continue in operation for a time limited period during 2020 (subject to compliance with conditions specified). Detail of the levels of non-compliance are set out in the assessment spreadsheet.

This follows assessment of a unit and consultation with the Disabled Persons Transport Advisory Committee (DPTAC), the Office of Rail and Road (ORR) and Transport Focus.
