The BBC is established by Royal Charter. Following the Charter Review in 2015/16, significant changes were made to the governance and regulatory arrangements for the BBC: governance of the BBC is now conducted by a unitary Board, while regulation has passed to an independent regulator, Ofcom.
The Mid-Term Review assessed the performance of the governance and regulation of the BBC at the halfway point of the Charter period. It was conducted on the basis of a targeted consultation with interested stakeholders, including the BBC and Ofcom. The government assessed evidence across 7 specific themes and has identified recommendations for the BBC and Ofcom which are set out in this report. Taken together, the package will support improvements in the ways the BBC’s governance and regulation are functioning to better facilitate its delivery of its Mission and Public Purposes for the remainder of this Charter period. This Report also identifies issues that were out scope of the Mid-Term Review, but will inform the government’s focus at the next Charter Review.
