This research was commissioned by the Department for Transport to determine the best ways to monitor the Better Bus Areas (BBA) programme. A full evaluation of the programme will then be conducted by the department in 2019.
The research is presented in 4 documents which together form a plan to be used for setting up evaluation activity. This activity will be undertaken in partnership between the relevant local authorities and bus operators in each scheme and the Department for Transport. The research includes:
- a ‘Final report’ providing a final set of recommendations on how and when future evaluation should be carried out
- an ‘Evaluation plan’, detailing the research questions and data required to carry out the evaluation of each scheme
- an ‘Impact evaluation: baseline’, report presenting the baseline data on bus services collected in each BBA
- a ‘Process evaluation’ report, examining factors that affect the partnership arrangements between local authorities and bus operators in each BBA
An additional report presents the results of research conducted in Nottingham into using audio-visual on-board technology for bus stop announcements. The findings will be used in the department’s BBA evaluation to determine the effect of this type of intervention on bus patronage.
