In 2019, government extended the eligibility criteria of the Blue Badge scheme in England to people with non-visible disabilities. Based on need and representing the most significant change to the scheme in over 40 years, this was expected to assist thousands more disabled people to access the scheme in the first year.

In 2020, the Department for Transport (DfT) commissioned Valtech Ltd, the providers of the Blue Badge Digital Service, to seek feedback from local authorities and people who use the Blue Badge scheme in England. The aim was to find out how the new eligibility criteria were working in practice.

The summary of outcomes of this research has been published, along with the ensuing recommendations. DfT has accepted all the recommendations and will start work immediately to implement them.
