Terms of reference: Baroness McGregor-Smith’s review of issues faced by businesses in developing black and minority ethnic (BME) talent

The review is tasked with the following:
1. Identifying the imperative for change
The review will look at the business and economic case for employers to harness potential from the widest pool of talent in the workforce.
2. Identifying obstacles
Identifying those obstacles faced by BME groups in progressing through the labour market. The review will consider how these differ across groups and different stages of individuals’ careers. It will also consider the cultural, conscious and unconscious factors impacting on BME progression.
3. Assessing impacts of obstacles
Assessing what impacts these obstacles have on both the individuals affected and the labour market as a whole. For instance, why do these obstacles prohibit individuals gaining roles commensurate with their educational attainment and moving to executive positions?
4. Data
Bringing together existing data on progression to illustrate the scale of the issue. Relevant data will ensure that interventions can be tailored and monitored, ensuring maximum effect for each group.
5. Best practice
Highlighting and promoting best practice and successful interventions to address BME issues in this area. Examples will come from both within and outside of government and provide a clear and compelling case to employers about the changes they can make in their hiring and talent management decisions.
6. Recommendations
Make cost-effective recommendations which advance BME progression across all organisations (public and private).
