Objectives
The UK will host the 26th United Nations Climate Change Conference of the Parties or COP26 in Glasgow, Scotland on 31 October – 12 November 2021. The climate talks will bring together heads of state, climate experts and campaigners to agree ambitious steps to prevent the catastrophic warming of our planet and build resilience to the impacts of climate change.
In the run up to COP26, UNFCCC High-Level Climate Champions for Climate Action – Nigel Topping and Gonzalo Muñoz initiated the Race to Zero and Race to Resilience campaigns to mobilize businesses, cities, regions, investors, and schools to rally leadership for a healthy, resilient, zero carbon recovery that prevents future threats, creates decent jobs, and unlocks inclusive, sustainable growth.
The campaigns also sets out to catalyse a step-change in global ambition for climate resilience, putting people and nature first in pursuit of a resilient world where we don’t just survive climate shocks and stresses but thrive in spite of them.
The UK is committed to working with local stakeholders and joining forces with civil society, companies and people on the frontline of climate change to galvanize climate action ahead of COP26. The British Embassy Manila is seeking proposal which supports the following objectives:
- Conduct a comprehensive study to assess local business challenges in implementing climate action and identify recommendations to address these issues; and
- Increase awareness of the role of businesses and encourage business leaders to take leadership and undertake bold actions on climate through conduct of series of webinars/information sessions related to Race to Zero and Race to Resilience resulting in increased membership of Philippines’ organization’s to these campaigns ahead of COP26.
All bids should be in pounds sterling (GBP). Bidders are strongly advised to limit their proposals within the indicative funding bracket:

Approval Process
Project bids will be shortlisted and approved by the British Embassy Manila’s Programme Board. To apply for funding, interested organizations must submit a CONCEPT NOTE to the Programme Manager (details below). The concept note provides the information required to enable programme team to make an initial assessment of whether the bidder will qualify for the second round of selection.
If the Project Concept Note is successful in the first selection phase, the implementer will be asked to submit a full proposal and an activity-based budget (ABB). There is likely to be a short turnaround time for this. The full proposal will then be submitted to the Embassy Programme Board and the FCDO in London.
Managerial and Financial Aspects
- Any organisation can apply for funding. We do not accept project bids submitted by individuals.
- Please note that payment will be made in arrears. We cannot make pre-payments; successful bidders should make payments and be reimbursed by the Embassy. The implementer must have an active bank account in the name of the organisation to which we can electronically transfer reimbursements.
- Organisations must prove that they are able to manage the project sum in a satisfactory manner; the Embassy may request reports by auditors.
Exemptions
We regret that we are unable to fund:
- academic courses;
- charitable activities;
- commercial activities; or
- infrastructure or construction projects.
Co-financing
A partnership framework to support the broader engagement of a project is welcome can strengthen your bid. Please make sure to specify your other source(s) of funding in the concept note.
Evaluation of project bids
The aim of the project should be concise, feasible and sustainable. The expected outcomes should be measurable and the target group should be clearly defined and involved in project implementation. The assessment criteria will include the following:
- Financial and operational capacity;
- Relevance;
- Methodology;
- Sustainability;
- Value for money; and
- Impact.
Reporting
The Embassy will require monthly financial reports and quarterly project progress reports (narrative and financial) from implementers. The first payment will be made upon the receipt of a monthly financial report. When the project has been completed the implementer shall prepare and send a final report to the Embassy within the period specified in the contract.
Timeline
Successful applicants will implement their project until 28 February 2022. All payment requests and reporting should be finalised by 15 March 2022. You are advised to plan project activities accordingly.
